It’s based on the track record of actual actions because Trump has little self-control when speaking. 4 years of Trump was less bloody in terms of US interventionism than under Biden and that’s a fact. I wouldn’t use it as a predictor of future behaviour though because the man is a whacko and it’s hard to tell how much influence military industrial complex will have over him this time.
