If it wasn’t to get the $1 they would refund it, like any company that wants to go the extra step to block bots by allowing the credit card for one account only.
If its against AI scrapping i am not sure what this will do to stop any of it. 1 dollar is a very low price to gain access to valuable data and many will gladly pay it for a bot.
It only takes a single bot to open the profile of a list of users to then copy paste and store all that data elsewhere in a local document.
Neither will it stop scammer bots that are much more profitable then that cost.
The only kind of bot that would be stopped are the are fun hobby projects that don’t generate value.

I highly doubt that X is getting new users besides people that left trying to go back.
