Except the stated point was “there needs to be more ‘conservative voices’, so we will allow corporations to buy all the airwaves they can stand.” As they did so they kicked off non-fascist shows or moved them to dead time slots. The reason that Air America doesnt exist is because they were blocked from broadcast access.

It took PASSING A LAW to get that ability.
Air America was a station not a show. They went bankrupt and lost their license. When they reformed they could not gain a new license because of the previous bankruptcy and the costs of getting a new one.
At no point were they a syndicated radio program. They were a station unto themselves.
